La leva fiscale nel campo del welfare aziendale: criticità redistributive e tracciati riformistici

Abstract

Il contributo sonda potenzialità e criticità sottese all’impiego della leva fiscale in materia di welfare aziendale, dimostratasi un notevole vettore di diffusione del suo ventaglio strumentale nelle imprese e fra i lavoratori. A tal fine, è analizzato il ruolo della leva fiscale nel campo della protezione sociale multi-pilastro, che costituisce
un costo indiretto per lo Stato giustificato dalla finalità di redistribuire il benessere sociale tra gruppi socioeconomici. A partire da tale presupposto, è vagliata la capacità redistributiva delle agevolazioni introdotte negli ultimi anni, allo scopo di valutare se tali misure siano idonee ad intercettare i lavoratori maggiormente esposti ai rischi sociali o se, invece, inducano un uso distorto degli strumenti di welfare aziendale.

This contribution explores the potential and critical issues underlying the use of tax incentives in the field of corporate welfare, which has proven to be a significant vehicle for spreading its tools among companies and workers. To this end, the role of tax incentives in the field of multi-pillar social protection will be analysed, as this is an indirect cost for the State justified by the aim of redistributing social well-being among socio-economic groups. Starting from this assumption, the redistributive capacity of the tax reliefs introduced in recent years will be examined in order to assess whether these measures are suitable for targeting workers most exposed to social risks or whether, on the contrary, they lead to a distorted use of corporate welfare instruments.
